Defines requirements, responsibilities, governance, and membership for Certified Participants (CPs) and related organizations participating in the Health Information Exchange Trust Community Committee (HIETCC) connected to the Pennsylvania Patient and Provider Network (P3N). Applies to all CPs connected to the P3N.

HIETCC participation and responsibilities
Rules governing HIETCC membership, representation, governance, and responsibilities.
ALL of the following
- Membership is compulsory for Certified Participants (CPs), Department of Human Services (DHS) program offices with Electronic Health Records (EHRs) connected to the P3N, other state agencies with EHRs connected to the P3N, and the PA eHealth Partnership Program; Health Information Organizations (HIOs) granted Provisional CP status are eligible for membership.
- Provisional CPs obtain voting rights once their Participation Agreement and Registration (PAR) has been fully executed.
- Each participating organization shall assign one or more representatives to the HIETCC.
ALL of the following
- Certified Participants (CPs) and PA eHealth have one vote per organization.
- Provisional CPs have one vote per organization once their PAR is fully executed.

- The HIETCC is an advisory body governed by this policy and bylaws and is comprised of certified HIOs, DHS program offices with EHRs connected to the P3N, other state agencies with EHRs connected to the P3N, and PA eHealth.
- This policy is intended to be consistent with and does not supersede applicable Federal or State privacy and security laws (e.g., HIPAA, HITECH).

- The HIETCC shall select a Chair to facilitate meetings and serve as a point of contact for PA eHealth and the HIOs.
- Chair term is one year beginning January 1.
- HIETCC shall meet on a regular basis as agreed upon by the CPs and PA eHealth.

- Any HIETCC member may suggest changes to the policies, procedures, and operation of the P3N.
- HIETCC shall review and make recommendations regarding P3N policies, procedures, and operations prior to adoption or rejection, except when changes in law require immediate implementation; HIETCC and PA eHealth will collaborate in good faith on proposed changes.
- HIETCC shall review and recommend changes to the P3N Certification Package at least annually; PA eHealth will collaborate with HIETCC on such reviews and comments, and all changes are subject to the Documentation Change Management policy when applicable.
- PA eHealth shall provide reports and information to HIETCC regarding the P3N and any metrics reported by CPs and shall seek HIETCC's advice to determine useful and reportable metrics.
- HIETCC shall participate in disaster recovery, security, and incident response exercises.

Membership Participation Requirements
