Covered when ALL of the following are met:
ALL of the following
- Request for an extra prescription medication refill is made within 29 days of issuance of Bulletin 24-B-08 (unless extended by order of the Commissioner).
- The request arises during the state of emergency declared by Executive Order No. 311 related to Tropical Storm Debby (the 'Emergency Area').
- Applies to health benefit plans as defined in N.C.G.S. §58-3-167, the State Health Plan for Teachers and State Employees, optional plans under Part 2 of Article 3 of Chapter 135, and stand-alone prescription medication plans issued by entities licensed by the North Carolina Department of Insurance.
- Authorized pursuant to N.C.G.S. §58-3-228 and this bulletin instructing compliance during the declared state of emergency.
Required Provider / Payer Actions
Authorize extra prescriptions within 29 days of bulletin
Authorize extra prescription medication refills for member requests made within 29 days of issuance of this bulletin; the 29‑day authorization period may be extended by an order of the Commissioner.
- Applies to requests for extra prescriptions during the state of emergency declared by Executive Order No. 311.
- Authorization period: 29 days from bulletin issuance unless extended by Commissioner.
