Applies to
- Request pertains to a health benefit plan, State Health Plan for Teachers and State Employees, an optional plan or program operating under Part 2 of Article 3 of Chapter 135 of the General Statutes, or a stand-alone prescription medication plan issued by an entity licensed by the North Carolina Department of Insurance.
- The plan or issuer is governed by N.C.G.S. § 58-3-228 as referenced in this bulletin.
- The request for extra prescription refills or orders is made during the declared statewide emergency for Hurricane Erin (the 'Emergency Area' as defined under the Emergency Management Act).
- The request is made within 29 days of the issuance date of this bulletin (August 19, 2025), unless the Commissioner issues an extension.

- The Emergency Area for this bulletin means an emergency applicable to two‑thirds or more of the counties in North Carolina as defined in the Emergency Management Act and Executive Order No. 20.

- This authorization applies only for obtaining extra prescriptions during the state of emergency; plans and issuers should follow any additional operational guidance or extensions issued by the Commissioner.
Authorization and Provider Instructions
Authorize extra prescriptions for requests within 29 days of bulletin issuance
Authorize extra prescriptions for prescription medication requests made within 29 days of the bulletin issuance, unless extended by an order from the Commissioner.
- Applies to requests made within 29 days of issuance of Bulletin 25-B-10.
- Authorization period may be extended only by an order issued by the Commissioner.
