Covered when ALL of the following are met
Prior authorization may be approved for up to 365 days per policy guidance.
Exclusion: Members who are currently residing in, or planning to reside in, a residential treatment facility or congregate living facility/setting are not eligible for one-time transition and move-in cost assistance under this policy.
Provider Requirements, Prior Authorization, and Documentation
Obtain prior authorization from UR Independent Contractor
Prior authorization is required. The UR Independent Contractor will issue an authorization number for approval of application fees and security deposits; that authorization number is valid for 12 months and prior authorization may be approved for up to 365 days.
Verify enrollment and documentation completeness
Providers must ensure they are an approved and enrolled TSS provider and that all required documentation and enrollment information are complete before providing services or submitting claims; incomplete enrollment or missing documentation can interrupt reimbursement and program participation.
- Be enrolled and approved as a TSS provider before seeking reimbursement.

Retain required documentation for reimbursement
Maintain and retain required documentation for reimbursement: progress notes per Policy 602 plus the person-centered plan from the UR Independent Contractor that includes the prior authorization number, receipts for application fees, signed receipts for security deposits, and a signed and dated lease.

Claims without prior authorization will be denied
Failure to obtain the UR Independent Contractor authorization number before submitting claims will prevent reimbursement; providers must submit a clean claim with the appropriate prior authorization number.

- Claims submitted without the prior authorization number will be denied.
Enrollment or documentation deficiencies risk denial
Providers not enrolled/approved as TSS providers or lacking required documentation (leases, receipts, person-centered plan with prior authorization number) may have claims denied and will not be reimbursed.

Background and Policy Purpose
Tenancy Support Services (TSS) help members acquire and maintain safe housing as part of Pre-Tenancy Services. One-time transition and move-in cost assistance is intended to remove financial barriers to obtaining rental housing by covering application fees and security deposits within specified limits. To be eligible, the member must be 18 years of age or older, enrolled in Montana Medicaid, meet TSS eligibility per Policies 603 and 605, and be actively participating in other Pre-Tenancy Services with an approved provider. Prior authorization from the UR Independent Contractor is required; the authorization number is valid for 12 months, and assistance is subject to the program's annual financial limits (see coverage criteria).
