Coverage and Certification Requirements
Coverage-related provider and certification criteria
Services and provider reimbursement require provider licensure/enrollment, adherence to scope of practice, and DMH certification where applicable.
Rehabilitative services must be provided by listed licensed and enrolled providers.
See Rule 1.1.B.1–B.8 for specific degree and licensing requirements for each provider type.
DMH issues a four-year certification; certification is based on adherence to DMH standards, fiscal and ethical compliance, and business/management practices.
Qualifications in Rule 1.1.B.1–B.8 apply within CMHC/PMHCs; additional roles (MSW, ATRBC, RN, LPN) have specified requirements and supervision rules.
Provisional certification valid up to 24 consecutive months; supervision must be by a certified therapist of the same discipline or a licensed professional/credentialed DMH-certified therapist as specified.

Provider Licensing, Certification, and Supervision
Ensure licensure, enrollment, and scope-of-practice compliance
All providers of community mental health services must meet applicable requirements in Miss. Admin. Code Title 23, Part 200, Chapter 4, be enrolled, licensed, and provide rehabilitative services only within their scope of practice. Rehabilitative services must be provided by the listed licensed/enrolled provider types (e.g., psychiatrists, physicians, PAs, PMHNPs, psychologists, LCSWs, LPCs/P-LPCs, LMFTs/Provisionally Licensed LMFTs) and CMHC/PMHC staff per the Rule. Ensure each delivering clinician holds the professional license or DMH credential described for their role and practices only within their authorized scope.
- Providers must meet requirements in Miss. Admin. Code Title 23, Part 200, Chapter 4.
- Rehabilitative services must be provided by the specific licensed/enrolled providers listed in Rule 1.1.B.1–B.8.
- Provisionally licensed P-LPCs and provisionally licensed LMFTs may provide services only within the scope of their provisional license.
Maintain DMH facility certification (4-year term) and meet DMH standards
Community Mental Health Centers (CMHCs) and private Mental Health Centers (PMHCs) must hold DMH certification issued for four (4) years; certification is based on adherence to DMH standards, grant/contract requirements, DMH fiscal management and external funding compliance, ethical practices, and sound business/management practices. Maintain current DMH certification for the facility and ensure staff qualifications and scope-of-practice requirements listed in the Rule are met.
- DMH issues a four (4) year certification for CMHCs/PMHCs and the services provided unless otherwise stated at certification.
- DMH certification criteria include adherence to DMH standards, compliance with DMH fiscal management standards, evidence of fiscal compliance with external funding, ethical practices, and solid business and management practices.
- CMHC/PMHC staff must meet the qualifications in Rule 1.1.B.1–B.8 and operate within their scope of practice.
Supervise provisionally certified therapists and track 24‑month limit
Provisionally certified therapists provide the same services as fully certified CMHT/CIDDT/CAT clinicians but must be under the supervision of a certified therapist of the same discipline; provisional certification is valid for up to twenty-four (24) consecutive months from the date of issuance. Ensure supervision by appropriately certified staff and track provisional certification expiration to obtain full certification within 24 months.
- Provisionally certified therapists provide the same services as CMHT, CIDDT, and CAT and must be supervised by a certified therapist of the same discipline.
- Provisional certification is valid for up to 24 consecutive months from issuance.
- Full certified credentials are renewable every four (4) years when renewal requirements are met.
