This memorandum informs Georgia hospitals about updates to the SFY 2023 DSH payment calculations (now including Directed Payment Programs), resulting payment adjustments, repayment/recoupment procedures, and timelines for submitting Notices of Intent to Transfer and Intergovernmental Transfers (IGTs). It affects hospitals participating in Georgia Medicaid DSH payments.
The SFY 2023 DSH payment calculation was updated to include payments related to Directed Payment Programs, which resulted in overstatements for several hospitals.

Required Provider Actions and Deadlines
Submit Notice of Intent to Transfer and remit IGT by deadlines to receive SFY 2023 DSH payment
Complete and submit the Notice of Intent to Transfer form to DCH on or by September 16, 2024 to document the amount of the Intergovernmental Transfer (IGT) you will remit; remit the required IGT so it is received by noon on September 23, 2024 to ensure the associated SFY 2023 DSH payment is released on schedule. If the required IGT is not received by noon on September 23, 2024, the associated DSH payment will be released at a later date. DCH will recoup SFY 2023 overpayments against future Georgia Medicaid claims and will issue additional payments or require immediate repayment when final amounts differ from initial payments.
