OpenPayer is powered by Trek Health's payer performance platform. Trek continuously ingests, validates, and normalizes Transparency in Coverage data alongside payer policies and other commercial payer data to create a structured payer intelligence foundation. OpenPayer uses this foundation to deliver personalized search results, dynamically generated policy pages, and tailored policy monitoring based on each user's payers, specialties, billing codes, and areas of interest. The same intelligence powers broader payer performance workflows, including reimbursement benchmarking, contract evaluation, payer negotiations, and financial decision-making.

Eligibility, Supply Rules, and Cost Sharing

Eligibility and administration of Part D transition supplies

A temporary transition supply may be provided when the member and medication meet the applicable transition circumstances and supply rules.

Utilization-management edits during transition are limited to determining Part A or Part B versus Part D coverage, preventing coverage of non-Part D drugs or non-medically accepted uses, and promoting safe use of a Part D drug.
An exception or appeal may be requested, and the transition period may be extended case by case when the request remains unprocessed at the end of the minimum transition period.
A written notice is sent within 3 business days after delivery or adjudication of the first temporary supply, explaining its temporary nature, next steps with the plan and prescriber, the right to request a formulary exception, and the exception procedures.

    Transition-supply cost sharing

Cost sharing applies to transition supplies.

For members not eligible for LIS, cost sharing is consistent with the cost sharing for non-formulary drugs approved through a coverage exception or for formulary drugs subject to the applicable utilization-management edit after its criteria are met.
For LIS-eligible members, cost sharing never exceeds the applicable legal maximum copayment amounts.
