OpenPayer is powered by Trek Health's payer performance platform. Trek continuously ingests, validates, and normalizes Transparency in Coverage data alongside payer policies and other commercial payer data to create a structured payer intelligence foundation. OpenPayer uses this foundation to deliver personalized search results, dynamically generated policy pages, and tailored policy monitoring based on each user's payers, specialties, billing codes, and areas of interest. The same intelligence powers broader payer performance workflows, including reimbursement benchmarking, contract evaluation, payer negotiations, and financial decision-making.

    Coverage stance for transitional policies

Stance on applicability of market reforms to renewed transitional policies:

Policies renewed under the extended transitional policy will not be considered out of compliance with specified PHS Act provisions for the renewed policy year, provided they meet the extension criteria and end by Dec 31, 2018.
State election options: States may elect to adopt the extension for both individual and small group markets, the individual market only, or the small group market only; States may permit shorter transitional periods but may not extend beyond the CMS-specified limits.
Issuers renewing coverage under the extended transitional policy must provide the prescribed attached notice to affected individuals and small businesses for each policy year renewed under the extension.
Issuers may implement early renewals or short policy years (shorter than 12 months, not longer) to effect the extension; any policies renewed under the transitional policy must end by December 31, 2018.
Transitional policies with rate increases subject to review under PHS Act section 2794 must follow the pre-April 1, 2013 submission rules and the April 1, 2015 updates for filings to States and CMS.
