Referral for consultation and evaluation of individuals with suspected complex developmental and/or behavioral problems for confirmation of diagnosis
AND as applicable
- Treatment of any underlying coexistent medical condition (e.g., Tourette's Syndrome, seizure disorder), based on medical necessity
- Behavior modification may be covered (refer to member's EOC for terms and conditions)
- Family counseling may be covered under the behavioral health supplement (refer to member's EOC for terms and conditions)
All services must be medically necessary and subject to member's Evidence of Coverage (EOC)/Schedule of Benefits (SOB) provisions, limits, and exclusions

Background

This policy interprets coverage for ADHD services consistent with California Health and Safety Code Section 1374.72 (mental health parity). Medical necessity determinations for ADHD services must meet parity standards and generally accepted clinical standards, and services cannot be limited to short-term or acute treatment when medically necessary.

The policy expressly covers medical management of ADHD by the member's pediatrician or PCP (including diagnostic evaluation and laboratory monitoring of prescribed drugs), referrals for consultation for complex cases, treatment of coexistent medical conditions when medically necessary, and potentially behavior modification and family counseling per the member's EOC.

If in-network care is not available within required geographic and timely access standards, the plan shall arrange medically necessary out-of-network services and ensure the enrollee pays no more than in-network cost sharing.
