Background & Evidence

Early intervention programs are described as coordinated multi-disciplinary care combining therapies (physical, occupational, speech), family psychological counseling, nursing care, and stimulation for children from infancy to age 3 years with developmental delays or high potential for delay. Federal law (Education of the Handicapped Act Amendments) requires a written Individual Family Service Plan (IFSP) for eligible children from birth to age 3, and states must define developmental delay to determine eligibility. Evidence on the efficacy of early intervention varies by condition and intervention type; some programs and studies show benefit while others report limited or mixed long-term effects.
